Nearly all of the sponsors of these two bills are Republicans from north Metro Atlanta. They said they have been swamped, so to speak, with calls from parents and community swimming teams, afraid the state's outdoor watering restrictions won't let them use their pools this summer.

So, lawmakers filed the bills to curb the powers of the person who makes the rules.

"I know my own daughter -- we love it when she goes to swim practice, because she comes home at night, and she's tired, and she goes to bed," said Sen. Chip Rogers (R-Woodstock).
