Tax rebate stuff...

transpaoOkay So I think I've figured out my normal 1040 right, but I'm nervous to go ahead and send it in for two reasons, and I'm curious if any of you bright folks on my friends list can help me out with this.
1. I paid at least $225 on a student loan during 2007. The problem is I don't know if this counts for the tax credit because the loan is in default. (due to a mix up with addresses and paperwork) I haven't recieved the peice of paper I expected to get that would tell me what I could claim. I'm not sure if it's just not here yet and I should hold up or if it's not coming and I should go ahead and file.
2. The tax rebate bill that just passed congress (http://biz.yahoo.com/ap/080207/economy_stimulus.html)
Does this affect our refund or is this just something that will come later?
